There are a few different phones that can meet each of the various usage profiles you are likely to find within your office:

Low-volume users

Employees who are not on the phone very frequently or who do not use calling features like Call Park will likely be best suited to using the Yealink T21 or the Cisco SPA 303 IP phone.

Moderate-volume users

Employees who are on the phone reasonably often and who occasionally use calling functions like Call Park will likely be best suited to using the Yealink T23, the Yealink T41, or the Cisco SPA 504G IP phone.

High-volume users

Employees like receptionists, executive assistants, executives, and anyone else who deals with a high volume of calls and who frequently uses advanced calling functions like Call Park and Extension Monitoring will likely be best suited to using the Yealink T27 or the Yealink T48 IP phone.

Mobile users
